99 Legacy signal light problem

I have a 99 Legacy that has an issue with the signal lights. The turn signal work fine when the head lights are off. When the headlights are turned on the passenger signal lights do not work. The drivers side signal lights work fine except the stereo lights blink in time with the signal lights. Checked the blinker switch and it was good. Do I need a new turn signal switch in the steering column? Thank you.
