carbon fiber hoods?
When is says carbon fiber hoods are for off road use only, does that mean its illegal to put it in a street car? What are the consequences of having one?

Where does it say for off road use only? If it's stated by the manufacturer, it probably doesn't meet the country's safety requirements for on-road vehicles. BUT, I'm sure there are carbon fiber hoods that DO meet on-road requirements.
