1995 SSEI - Driver Info Center quit

Today my wife was driving the car and called me to say that "the steering wheel was smoking." I rescued her and drove home, but there was no smoke, However, the EL displays for the Driver Information center and the compass were both out. The heads-up display still works, however. I couldn't find any blown fuses nor could I find much help in the shop manual. My guess is that there is a failed voltage regulator in the instrument cluster. Before I pull the cluster out, can anyone tell me if that's the right place to look?
