1999 Cherokee Cruise Control problems

I have a 99 cherokee Sport (4.0) and the cruise will not turn on. You can turn it on right after starting the vehicle and the light will stay on for a bit but once I start driving the "cruise" light on the dash will turn off and you cant get it back on until you completely shut down the vehicle and turn it back on.

I dont believe its a vacuum problem. Back when the cruise light would actually stay on I had a problem with the cruise not keeping speed and the vents going to "defrost only" when stepping on the throttle. I fixed the vacuum line that was broke and both those problems were solved. But now the cruise light wont stay on! When I had the broken vacuum line the cruise light would always come on it just wouldnt hold a speed very well. ANY HELP WOULD BE GREATLY APPRECIATED!

Also, Ive replaced the brake light switch and that didnt seem to help! Below are some other issues with the jeep....maybe they are all related.

1) Fourwheel drive works but the "part time" light on the dash doesnt come on when it is engaged

2) Check engine light is on. Code was P0138- which means my 02 sensor is getting too high of voltage.
