Blower Fuse Location?

I have a 93 APV lumina van and my brother intstalled a new blower motor. It still doesn't work, so we were looking for the fusebox. The fusebox by the glove compartment doesn't seem to carry the fuse for the blower.
Anyone know where we should look?

www.avigex.ca/xport/convenience_photo.jpg switch low speed relay with horn for a test.
but...did you check the high speed relay:
www.avigex.ca/xport/heaterrelay.jpg current passes through it in high as well as lower speeds. A common culprit.
