If the valve/springs and what not are still installed then it will be rough to turn the camshafts. The roughness is what is required to overcome the springs. If the springs/valves are not in then the camshafts should just spin freely as long as the journals have lube in them.

Ok, they're not lubed up yet so that's what I thought. Thanks.
