Off Road Lamps - fails inspection

I live in NH, and I have a 98 wrangler with a bar over the windshield with 4 kc hilights. Jeep also has the 2 standard Jeep fog lights on the front bumper. Just had it inspected and it was rejected because it has "more than 3 auxiliary driving lamps or fog lamps", and a document stating that law was provided to me.

But looking further into it, I found on the dmv web site info basicially saying it means auxiliary lamps that are mounted more than 12 inches from the road, and less than 48 inches from the road. These are over the windshield are are clearly more than 48 inches above the road.

Anyway, has anyone else ever had to deal with anything like this?

I've heard of government bureaucracy doing things like this before. Take the information from the website showing the clarification, and see if they'll pass it.

If not, try another inspection location, or just take the lights off for the inspection then put them back on afterwards.
