90 corrado power windows

the windows juts quit all of a sudden. i have the factory vw manual and i followed all the repair procedures to trouble shoot the central locking system which seems to be a part of this. everthing checks ok per the manual but the manual is somewhat difficult to follow. the window motors are good i had to disconnect and apply power to get them to rol up. i switched the relay (#21) with another of the same # and that didnt help any. no blown fuses in the fuse box but in the manual it shows a circuit breaker that i havent been able to locate. any help would be schweet. thanks
