Wet black liquid behind the butterfly valve

92 lumina 3.1L

After looking at my intake I noticed some wet black liquid around a the butterfly valve - looks almost like oil. It doesn't have a smell. Is this normal?

Yes, just the usual carbon build up, get throttle body cleaner and follow the instructions, not the no start problem though.
