96 crown vic won't start!!

I HAVE A FRIEND THAT I'M BUYING A 1996 CROWN VIC FROM. IT WONT START. IT HAS BEEN SITTING SINCE SPRING AND THAT WAS THE LAST TIME IT WAS STARTED AND RAN. HE HASNT RAN IT SINCE. IT HAS HAD A TUNE-UP IN THE SPRING ALSO. HE ADDED SOME FRESH GAS ON TOP OF THE OLD GAS. GAS SMELLS REALLY FOUL. WE ATTEMPTED TO JUMP IT TO SEE IF IT NEEDED MORE POWER, UH NO. NEXT TEST THE WIRES, CHECKED GOOD. CHECKED THE COIL PACK, CHECKED GOOD. FOUND OUT THE PLUGS FROM WHERE THE OLD GAS SITTING IN THERE AND TRYING TO CRANK IT WERE FOULED, CHANGED THEM. THE FUEL PUMP IS KICKING IN, YOU CAN HEAR THAT, AND CHECKED THE FUEL RAIL UP FRONT, IT'S GETTING GAS ALRIGHT. A BUDDY OF MINE TOLD ME TO EITHER GET GAS TREATMENT AND DUMP IT IN THERE AND/OR DRAIN THE TANK AND CHANGE THE FUEL FILTER.THE LAST RESORT IS CHECK THE TIMING CHAIN. BUT WOULD IT JUMP A TOOTH JUST FROM THAT?? PLEASE HELP!! REALLY WANT THIS CAR!!

You need to check compression and install a fuel pressure gauge to be sure you have enough pressure to run the car. The "bubba" test of depressing the schrader valve is not good enough.

Thanks alot that helped!! compression test has been done, and kinda showin that the timing has jumped chain. We are going to go further and check the chain

Compare the R-bank with the L-bank!

What doe's the compression test show?
0 psi X 4-cylinders = bent valves

Compression test shows normal on the right bank but reads low on the left bank 30 psi and is slow to get there. There has to be something going on with the timing chain. Exhausted all other possibilities. Car is in the barn now, ready to take a peak at the chain. I will post what I find.

Lets do a Air pressure test-

1) Remove the L-side valve cover.
2) Set your timing for cylinder 1 @ TDC, and clean all your marks.
3) Remove the OHC, and don't drop the timing chain into the front cover.

The cam will keep the valve's open and closed, I want all 8 valves closed,so we can
check the valve seats under Air pressure.

4) Lets use compressed air through the spark plug hole to see if cylinders 1-4 will hold any air.

A 45psi regulated air-compressor, and a modified compression testor should do the job.

Note - Don't forget to take out, the little tire stem valve on your compression testor.
You what to put a regulated 45psi into the cylinder under test, the compressor will turn off after 45psi.

* If the valves, valve seats, or compression gone, the compressor will stay on.
Don't forget an interference type engine, the valves will be damaged if the timing is bad.
You should be glad, that it's not a DOHC.

The no start problem was that four of the rocker arms had jumped off on that left bank. It was sort of a timing issue, the chain is fine no problems there. Didn't appear to be any damage to anything, inside there I have no idea why they might have jumped off. I suppose it is possible that four of the lifters collapsed, from car sitting for so long.

Now on to the tune up problems, from the car sitting for so long with this problem.

There's a tool being used to sandwich both cams, you don't want to lose the cam to cam timing.

I would think, that both cams should mirror each other.
