1996 Belt Tensioner

Hello-This is my firtst post for help so Thank You in advance to those who respond!!
My son has a 1996 Buick Regal that needs a new belt tensioner-For the life of me I can't figure out how this belt tensioner comes off-I have replaced tensioners before which have been a piece of cake, but for some reason I can't seem to locate the bolt or even get to it. It almost looks like it is part of another piece which does not make any sense-to at least me!! Any ideas or suggestions about this would be greatly appreciated. Thank you!!!

Does your car have a 3800 or a 3100? Makes a big difference.
