wont shut off, help!!!!!!!

ok this is a serious problem. it started out when i bought the car. he said the timing belt was out. i fixed that then when i started it up it wouldn't shut off. the pcm relay is always getting power. so then juice is going through several different main fuses. also the interior lights on the power windows stay on. now when i say it wont shut off i mean when i start it up and then turn the key off all the accessories turn off but the motor, tranny, etc still get power. plz some one help
