89 Skylark-TPS question

Codes 21 and 22, TPS high and low voltage. Checking the voltage between the A terminal and the B, with the connection disconnected, terminal reads 4.86v. The manual I am using says it is supposed to be below 1.25v. Voltage from middle, B, terminal reads 5v while the A term reads .075v so the wires aren't touching and the black ground wire is good. I figured the ECM was bad so I replaced it, reusing the original PROM, but the votages are still the same. Could the PROM cause the bad voltage and codes? Could the TPS be bad and damage the new ECM? Could a bad TPS keep it from starting? When it does start and I just touch the throttle it tries to die instantly, but I can rev past it.
I sure wish it had a carburator. Guess I'm old school and like simplicity.
