What are these 2 things?

I have a 2003 Tacoma Double Cab...... I noticed a wire under the driver's seat. It's connected to the floor and the bottom of the seat. What is that for???

Also, on the passenger side, rear seat (If there was a person sitting in that seat it would be by their right shoulder) there looks like a vent on the side wall there, but there is not one on the driver's side. What is that for?
