92 Dodge Spirit - parking brake pedal is cranky

When I release the parking brake, the parking brake pedal doesn't come all the way up. I used to give it a little nudge up with my foot and it'd be OK. Lately it stays so far down that the brake light is still on. I can still nudge it up, but when I let my foot go the pedal pulls back down till the light comes on again. After about 5 - 10 min the pedal will slowly come back up by itself. As far as I can see all the springs etc. under the release are still attached, but it's possible I missed something [hard to see everything under there]. [yes it's true, I don't know nuthin... ]
