96 tbird v8, tail lights out

2 large inner tail lights are out. Bulbs look fine. Fuse supposedly handles clock and license light, and they are working. Outer lights, brake, turn signal and parking lights work fine. Any clues?

You need to get a test light and start checking for proper power and grounds at the connectors, then work back from there.

I wish I could offer more advice, but as I am sure you know, electrical issues are a pain in the ass. I've chased my tail on many occasions trying to solve electrical issues on several cars.

Even now I work in a shop that services electric motors, pumps, battery chargers, etc and the diagnosis process can make you want to pull your hair out sometimes.

Double check the bulbs. I've had one that the filament was ok, but it had broken down deep at the base from a manufacture defect. Try them in another socket just to be sure. It is a royal pain to go through an entire system and come back to find it WAS the bulb all along.
