94 jeep blowing fuse and wont start

My 94 jeep decides that it will not start or will stop running when I was driving it. Checked the fuel pump fuse and it was blown. Replaced it and it drove for a while. I did hear a small clicking next to the fuse box. It was coming from a small black box right by the fuse box (size of box is like 1 x 3 inches). While I was driving the thing acted like it was not getting gas, sputtering and quit. Checked the fuse and it was blown. Changed it and everytime I tried to restart it, it would blow it again. Now I am stuck and need help. Where do I begin?
