collapsible steering column problem

My father-in-law borrowed my 1991 Celica convertible and has somehow managed to lock the steering column in place. Before when I took the key out the steering column dropped but now nothing happens. The car has failed its MOT because of excessive play on the steering wheel and unless I can figure out how to drop the column again I'll have to scrap it. Anyone know how to get it to work again?
