New belt is in...new problem

Behind the pulley on the crank is the crank postion plate. How does it attach to the pulley? Mine is broken free.

Pulled off the pullery. There are 2 roll pins that hold it in place. Pushed the plate back on and taped down on the roll pins to hold it in place.
