Monte Carlo Fuel Filler Restrictor

I just purchased a 1977 Monte Carlo, 305CID for my stepson, first car. Runs great, in good shape. Problem: Someone has knocked out the fuel filler restrictor in the filler neck. Can anyone direct me to someplace that sells a fix or insert for it so I can pass emissions in TN.

The only place I could think of that would have this is the dealer. Have you asked them how much this would be? Or maybe a local GM recycler. Good luck
