Question can a dealer also do a buyback/exchange?

tonight i spoke to chevy corporate and they told me its ultimately up to my dealer to do a buyback/exchange since im having so many problems on my 2004 malibu maxx lt w/ 7,000 miles on it.

ive heard from the bbb and from a lemon law attorney that this simply isnt true?

why would the chevy corporate rep tell me this then?

they told me the corporate would do it, the bbb would send a complaint to the bbb, have me fill out paperwork and then they would have me wait for corporate to call me with a decision on what they propose.
