Engine Idle Surging

Greetings my brothers and thanx fer the birthday greeting!

My engine idle surges repeatedly at regular intervals when the Heater/A.C./Defrost switch is in any position other than "OFF". The engine idles normally for three seconds, then surges for two and then repeats this cadence ad infinitum. Is it the Idle Air Control Valve perhaps?

My car is a '95 Police Interceptor named "Cockroach".

I have the same problem with my old Pontiac when the air conditioning is on. No problems with the heater though. I believe the problem is that my a/c box needs replacing or a re-charge.

With the heater doing it, i think your diagnosis is correct.
