97 Jimmy Won't Start, No Dash Gauges

I have two problems and I think they are separate issues but would like to know whether they are related and what to do about each.

The biggest problem is that the truck won't start. I have pulled the battery, alternator and starter and had all three tested at my local parts store. All three are in spec.

The second problem is that I have no dashboard gauges. The odometer, tachometer, speedometer, thermometer, battery, oil and gas gauges are all pegged and do not function. For a period of time this was temperature dependent. All gauges functioned between about 55 degrees and 85 degrees outside temp but not outside this range. This is no longer the case and I have no gauges at any time regardless of temperature. I know the gas level is still being measured however because the computer calculating my travel range is still reporting. This is the only way I have to know my gas level. The clock still functions and the computer that reports travel range, fuel efficiency, outside temperature, etc. is still functioning and reporting.

More info about the starting problem:
All lights, locks and other accessories function when the key is put in the ignition. When I try to crank I hear a faint whirring noise but the engine does not appear to turn over.

What is battery voltage and power to fuse box reading?
97 is a bad year on ign switches.
Check power into and all 12 volt feeds out of it.
Is the whirring noise coming from starter?
Or from fuel pump?
If starter motor is turning and engine not cranking the starter drive or flywheel is bad.
