wipers not working correctly

So, I turned on my wipers to clean of some frost this morning but didn't realize they were frozen to the windshield. Now the driver side isn't working correctly. It only goes about 1/2 way up and then hits the passenger one on the way down.while not running the driver side wiper arm can be moved so I think something is stripped or worn somewhere. Suggestions anyone?

flip the cap up at the base of the wiper arm and tighten the nut (15mm i think). You'll get lucky a couple of times but eventually you will ruin the splines enough that you will end up replacing the arm or the wiper linkage or both. The best bet is making sure the snow and ice is removed before turning the wipers on.

Thank you so much! Tightening the nut did the trick (and 15mm was correct)!
