Help How to change power steering belt 96 sentra

I cannot release tension on the ps belt. I have located the adjusting bolt and nut mechinism. I have loosened it and it does nothing. I have had the bolt all the way out. I have tried all combinations with the lock nut tight and loose. have tried tightening and loosening the adj. bolt. Please help. Frustrated because I think this should be a very easy step.
I have loosedened he other serp. belt by the pully. It is currently loose.
