Maybe start with clearer sentences?

you have a chevy impala? What year? what engine?

It wont start. When you turn the key can you hear the starter turning the engine over. This would be referred to as a "crank no start." I have a feeling the starter isn't cranking the engine over?

With the key in the run position and the engine not running all kinds of lights will come on until the vehicle actually starts.

If its not cranking over have you checked battery voltage? Is the battery dead and thats why you think the heated seats are staying on? Have you tried jump starting. Have you checked the battery connection to see if there clean and tight?
