1991 s-10

I have a 91 S-10 that keeps blowing fuses to the fuel pump.Have put new fuel pump in and new relay,but it still does it. I disconnected the wire from the relay to the fuel pump and it still blew the fuse. The relay next to the fuel pump relay keeps ticking even when truck is shut off. Looking at the truck from the front the fuel pump relay is on the firewall on the right side in front of driver's seat. what does the relay next to it run?Any ideas on what is causing this would be welcome

What engine and what fuse?
