emergency brake on 98 Regal

Does anybody know what the possible causes may for the emergency brake (EB) not working on 98 Regal LS? It worked fine, but a couple of days ago, I pressed the EB pedal and felt somewhere along the cable something broke so that now the EB pedal travels freely down to the floor, without any resistance. The cable is still attached to the pedal, I checked that, and it (the cable) seems to be quite thick, so probably the cable itself is not broken. Where does it go further and where is the EB itself? I have a Haynes repair manual, but it is for a bunch of GM cars and not clear enough to me, so I could not understand where the failure might have occurred....

Look at the bottom back part of the gas tank and you will see the parking brake cable turnbuckle style adjuster. Both rear wheels use horse shoe style brake pads for the parking brakes. These are located under the top hat part of the disc rotor. Check the cable going into each wheel assembly backing plate.
