96 2.2L crank/no start...keep reading

I have searched online for days and googled my brains out here. So here it goes...
1)Cranks but no start. No fuel pump action.
2)Fuel pump works (jumpered it and have 2nd pump does same) and relay works (tested that too!) Test lighted the relay socket with no power from PCM.
3)Theft light stays on (NO BLINK). Code reset does not work. PCM is not turning on the pump. PASSLOCK 1 shuts off fuel injectors by use of the PCM turning off the pump.
4)ALL fuses are fine. Original cluster still.
The trouble is this, the PASSLOCK allows the PCM to prime/power the pump. BAD lock cylinder = PASSLOCK LIGHT and BAD PCM = PASSLOCK LIGHT too. So... is it my lock cylinder with a bad PASSLOCK sensor or my PCM? Electrical map that I have followed all over with markers leaves these two options.

Maybe too late to help, but here goes...

What I would do is disconnect the lock cylinder and put a resistor between the yellow and black wires (I know 3k to 6k ohms work, but I forget the whole range). Try learning that "code", if it starts, you have a bad lock cylinder, if it doesn't work, bad PCM. Remember, you have to do the 10 minute thing 3 times when learning a new resistance. If starts that way, you can leave the resistor in if you don't want to buy a new lock cylinder.
