I don't think you have been able to buy a new fiat in america in over 20 years

Alas it's not possible to buy a Fiat in the USA. Like for some other europeans markes (Peugeot, Citroën, Lancia, Renault, Smart, which will certainly come back some day, and like Alfa Romeo coming back next year and Maserati available for 1 year).
If you really want it, you can buy it in Europe or South America and import it, but you'll have to make some transformations, sometimes expensive.

Bringing any non-US market car into the US is AMAZINGLY expensive. In many cases, it would cost a few times the value of the car to upgrade it and get it through the regulations. There are companies that have claimed to have US-legal imports but many of them have found ways to skirt laws...which doesn't make the cars any more legal. Additionally, if you were to bring in a late-model non-US market vehicle to the US finding an insurance company for your car will be almost impossible.
