2001 Ram A/C works but heat wont cut off

My 2001 Ram 1500 4x4 has heat coming out A/C vents when A/C is on. Compressor is running and accumulator is ice cold. I do not get any movement on blend door actuator when turning temp control knob. I put a new evaporator core in last year and it has been cooling great. Do I have to pull dash to fix this also? Actuator is so close to floor you can't get to screws. Does anyone know if you can loosen box and get enough clearance to replace blend door actuator and is there a way to test it or am I in for pulling dash out again.
