H22 build Turbo or n/a?

I am wanting building a h22 engine for a k1 attack and wanted to get about 350-400hp out of it on regular gas. I have about $25k to put into it. I was wanting some tips on doing that. I would love to have a turbo managment system to drive around 8psi and bump it up to 15-20 if some mustang pulls up and wants to play!! This is my first build.

Build it and boost it, and stay at 15-20 pounds, just don't use your foot as much when your doing daily driving. Haha
