Smile rodeo 4ze1 efi kicks but wont start

HI, Just rebuilt 4ze1 efi motor internals were machined all new parts used. The timing belt was replaced, a good 2nd hand cam was used with no marks on the fuel pump ecc. I set tappets .20mm, the igntion timing on no.1 lead as you asually do on the top of the dissy cap with both marks upright. But it didnt like this, it was marked no.2 under the cap, then I found out it was to be set on no.4 tdc. I set it t no.4 under the cap with both marks up firing at 12 btdc still no go, back 2 leads had to be changed, still no go. Spark at the plugs, fuel to the efi rail & signs on the bottom of the plugs + a squirt of oil, scrapped dissy cap posts, pressure on each pot when thumb is placed over it + a good truck battery, new rotor button. The spark plugs were wet with too much fuel getting to them. please help me! THANKS GARYB!!!
