Does it stay at that speed when warm ?
It should be between 195 - 222 Degrees F when upto temperature and should idle 600-700 rpm in neutral.

600 to 800 rpm is normal. does the check engine light work? does that light turn on when running the car. if it does have the code reader put on the car for diagnoses first.# 1 the idle air valve maybe dirty. #2 carbon build up on the throttle plates. #3 the idle is set to high. #4 a sticking or frayed throttle cable causeing it not to return to the proper stop. the course of action to fix the is kind of how long or what led up the the fast idle problem. if it did it over time then look to #1 and 2. if some one was under the hood working on the car look at #3.

High IAC counts causes a high idle so to start I would go with cleaning the IAC and the seat at the throttle body where it mates up as suggested. If that doesn't work then check the throttle stop at the butterfly plate where the accelerator cable connects. There is an adjustable stop screw.
