stability issue 2000 intrepid

I have had a front end stability problem When I am on wet or snowy roads The car slides around corners and does not hold the road When I turn at slow speed the front tires seems to almost hop through the turn I have put 2 sets of tires on it the tie rod ends have been replaced.

Does it seem like the front brakes are holding, caliper sticking. How are the pads wearing??

Does the engine idle down when turning corners???

How many miles on vehicle??

The vehicle has about 150,000 miles. The brakes seem fine and the engine rpm's do not change. The problem seems to be the wheels move sideways a bit then hop rather than rolling through the turn even at low speed. Does stabilizers or struts do that?
