1994 Buick Regal GS ALDL(DTC) not powering scan tool

Hello everyone! I just bought an Actron code scanner CP9145 with supposingly the correct cable CP9127 to read my codes on my 94 Regal and when I plug the connector into the DTC the scanner doesn't recognize it. The DTC is the 12-pin with only pins at D,A,J and M. Most of the reading I've done is that the majority of connectors have pin B and that it was a transitioning period from OBD-I to OBD-II. Does anyone know the pinout of what I have? Do I need to move pins around to get this to work? My problem with the car is that it shut off while driving for a split second twice instantly and then the third time it died. I let it sit for three days and it started right up and ran for about five minutes and hasn't been able to start since. The engine turns over fine and there are no trouble lights on. I figured the best start was to get the codes and now that is a problem.

OK I feel like an idiot but I didn't have the cigarette lighter power cable in the scanner. I thought the 9v battery was enough but as soon as I sent my message I started thinking about it and that was the problem. Now the problem is that I don't have any fault codes and it still won't start. I pulled the plug on it and I am going to check spark. I also need to check fuel coming into the engine but I need to find the best spot to check that as well. I ruled out the timing belt since it did start days after it died. Will update on my findings.

By the way! Happy New Year!
So far I have spark at all three front cylinders, checked schrader valve and no fuel. Replaced fuel filter and cranked over, still no fuel at schader. Will check fuel relay. Any suggestions?

It was found to be the fuel pump. Replaced pulsator, strainer and pump. All works great, in fact the miss under load since I've had the car is gone. I've had this car for about four years and it is very surprising. All in all the job was a breeze. The hardest thing was getting the fuel out since I had just filled it. Just ran a hose through the vent at the tank. AndI went with Delphi under your suggestions.
