Question flickering headlights

can some help my 03 neon headlights flicker when the engine revs and when driving at night

when they flicker do they get brighter or dimmer?

sounds weird but it might just be the bulb vibrating from the engine reving making the filament wiggle.

ever drive by a car that looks like its lights are flashing non-stop at you? usually caused by the filament wiggling.

thanks they seem to get brighter I will check the blubs
