I don't know what is wrong with my car now....occasionally it will sound like the car is gonna start but it wont turn over.. my dad put the computer scanner on it and it passed... we have changed the fuel pump, ignition coils, and starter...It will start after it has set for a while...but if i go into a store and come back out is when it happens..any ideas?

It would be a help if you would post the year and engine size of your car. This sounds to me like you have an issue with either the fuel pump relay or the fuel pump itself. Check the fuel pressure at the fuel rail to see if you have adequate pressure to make the engine start. It should be around 45 pounds once the fuel pump charges the system.
