Personally, I never talk nameless quotes to mean anything and it probably says more about the person and what they believe (or are lead to believe).

Here's another nameless quote:
"Who are you kidding? Nothing's really going to change no matter who was voted in. Don't believe the media hype, it was just another election"

I can tell you that I don't agree with the sentiments in the article (BO hasn't walked on water yet), but I wouldn't call world leaders and diplomats "nameless".

They are quoted by name in the article, but I certainly don't consider one article as an arbiter of total world opinion. I thought they had some interesting opinions, nonetheless

If the quote came from someone like a diplomat or a member of government/parliament/whatever, it would've been labelled as such but it is from "one Iranian".
i.e a man off the street.
This is very typical of the press to sandwich in quotes of some "worth", then to mix in quotes from random people.

Note that the other quote that infers him as "world leader" is from an estate agent.
