It's hard to tell what it is, but it does appear that the exhaust is plugged on the end. Or maybe something didn't fall off the ground so much as the motor was just revved up so high that the high frequency waves from the exhaust caused the ground to split!

Yes, the exhaust is sealed. Massivly sealed. We got on the ground and checked, no exhaust cut out at all. There is a tiny hole at the bottom of the muffler letting the exhaust gas out.

Does he think that restriction is the key to unleashing his....whatever it is he drives? I dont think that anyone in the world has done something like this before... for good reason. What happens when his AFRs are low enough that he ignites the gas in the exhaust?

He has a bomb slung under his car, waiting to explode.

You really need to ask? Honda civic. Also, it had a carbon fiber hood scoop with the mesh that was a biohazzard logo, a lower grill that matched the hood scoop mesh, foil glued to the door trim to make it look like chrome, a ten cent china stor plastic dragon thing glued to the driver's side A piller, and about fifteen holes in the trunk from bad spolier installs. Actually we did. He came out, and he was looking at all of us just chilling there and he got in his car nervously. Sounded like a quieter version of your standard non VTEC Civic with a fart can. I know where it is, so I can go out anytime and try to get some more pictures of it. I'll see what I can do.
