A604(lebarron) transmission will not go in gear

I have a 92 lebarron with the A604 transmission. It wont go into gear. You move the shifter and the engine does not go under load, its like you are still in park. I have swapped out the tranny and the torque converter. Still doing the same thing. Any ideas?
