HELP! Programing A Lock/Unlock/Trunk Remote! Lancer ES 2003

I have a remote, It was not programmed I bought it seperately.

I followed the programming steps.

1. Put keys in ignition.
2. link terminal's 1 and 4 with a Jumper cable.
3. Press the hazard button 6 times.

But after that nothing happens!

The Locks are supposed to lock and un lock. And it's not happening! I turn the car on drive it and turn it off take keys off open the door close the door and put the keys back in and begin the processs again and nothing the doors have been locked and unlocked the 3 times I tried this and nothing.

Could it be something else? maybe a fuse? my cig liter Doesn't work. I might need a fuse for it too, Is it possible It could be the same fuse? Or what else is happening?

I bought my car at a used dealership, not at Mitsubishi.

I don't want to pay 50+ dollars to program it when I can do it myself.

Any help? Thanks!
