91 Regal hood won't release

Cable appears ok and is connected. Went under, reached up, and pulled and pushed on release mechanism. It moves but doesn't budge the hood. Sprayed 10w40, but no help???

Hey bud, well I had this same problem today what I did was had my wife gf pull on the hood release while I yanked on the up and pop open it went.. if not then try taking a pair of vice grips and grabbing the hood release wire and pull more... becareful though this may break it and you'll be in a worse situation.

Anyways after getting open then spray with wd-40 and make sure you take a wire brush and clean off all the buildup on it.
