1995 Windstar won`t start

We recently changed the motor in our windstar. After everything has been connected, it will not start. When you turn the key over, it does nothing. We have checked the battery, anti theft device, ground wires, all fuses, starter and solenoid, pcm connection, battery cables, wires to starter have no power, made sure it was in park, flywheel turns free. I am at a total loss for what else it could be. Any help would be greatly appreciated.

this could be anywhere. Does the starter work when on the bench? That'd be the first place I start to look. 2nd, how about the TRS? If it isn't functioning right it won't allow the starter to start.

I would hook up a remote starter switch, if you have one, or do the makeshift, and see if it cranks that way. And/or with a test light or multi-meter, and the help of an assistant holding the key in the start position, check to see if you are getting power through that little wire that hooks to the solenoid.( I think solenoid, not hands on familiar with the windstar). These tests will isolate the problem considerably.
