Lumina 1995 LS: Airco hesitation below 7 Celsius

Hello all,

New to this forum. Living in Amsterdam, Netherlands and one of the rare owners of a Chevy Lumina.
Now it is wintertime in Holland, although outdoor air temperature is not too cold, luckily. However, the airco seems to have some hesitation to kick in, when outdoor temperature drops below around 7 degrees celsius.
Last year before summer I had the airco system completely revised and lately I took it back to the shop for a check up. Pressure of airco system was still all right. They did not know what is the cause of the problem or whether there is a solution.
As far as I know airco-systems of European cars still work properly in wintertime, in order to demist the windows and keep the interior nice and dry. Is this an American "feature"?

Does the Lumina 1995 has some "secret" sensor setting or computer parameter that can be modified in order to make the compressor more thermo-tolerant. Any other suggestion?

I know below a certain ambient temp the compressor won't run...not sure if you can change that value or not...I'd be interested to know as well...
