98 neon shaky idle

have a 98 neon. i noticed the other morning that it was running very rough when i first started it up in the morning. pulled a plug or 2 and you guessed it full of oil. which also explains the heavy oil use since i bought it. changed the
plugs and it seemed to get worse after a few hours so today i change the plug tube seals and the valve cover. seems to run better but at idle it still seems a bit rough. also it used to start right up with out giving it any help with the gas. now if i do this it trys to die. i did damage the egr hose and need to pick up a new one. i was getting the 43 code for cylinder misfire but thats cleared and im only gettting 32 for a malfuctioning egr system. im assuming because i broke the hose off of it and its not on fully. as a side note the brakes are acting likr there not getting boost .theyre fine the first time you pump them if youve been driving but if your stopped at a low idle the brakes will get hard like when your car is shut off. vacuum leak? booster
any help will be awsum.

ok i played around with it today took the haynes out and since i had an error code 32 found my egr. so i unplugged the vacuum and like magic it starts idling like it did before. plus asan added bonus m brakes arnt acting like theres no boost getting to them either. so could the egr be clogged or stuck shut what do you neon guys think it can be. im leaming towards a new egr but ant input would be great

They do have carbon buildup, so try pulling it out and giving it a good cleaning.
