Unhappy 2002 Tundra

I have a brand new Toyota Tundra V6 with 4 speed. A long bed. I have just finished my first 500 miles with 85% city driving and 15%, I have been driviing very carefully. The tag says 16/19. I am getting 13.0 and it's made me quite unhappy.

Should I worry?

Complain?

Thanks.

I just bought my Tundra 3 wks ago and drive mostly in the city. I have been getting 17/19 mpg. What grade of gas are you using? I use 91+.
