HELP!!! P0401 (EGR Flow Insufficient) + Cracked Exhaust Manifold

I have a 96 Accord EX 4cyl v-tec with a crack in the exhaust manifold. The crack has been there for some time now and is only slightly annoying (sound slightly louder than normal and smell of exhaust when started cold). However, the Check Engine Light came on a few months ago. There has been no change in drivability or engine operation. I tried the gas cap thing and sometimes the light would go off. Sometimes it wouldn't. In the past the O2 sensor has been the culprit where the check engine light was concerned. The other day, I had to take the car to have the brakes done and decided to have the mechanic check it out. His computer analysis pulled up the P0401 code. Could the cracked manifold be the reason that there is insufficient flow through the EGR valve or does it sound more like a bad valve and or solenoid? I recently acquired a used manifold and am planning to have it installed. Does anyone think that this might solve the problem??? Any advice would be greatly appreciated.
