Exclamation Running really rich!!!!!

hey everyone,
problem im having i have a 1990 eagle talon tsi turbo fwd, i bought the car bout 3 weeks ago the guy rebuilt the motor, he let the car set after he rebuilt the motor now the car runs really rich, i drained all of the old gas thinkin that might be the problem changed the fuel filter and plugs, i put ngk plugs in and gapped proper, now it has fouled them out again they have turned black just drivin the car around the block, i have excesive white smoke and some black, and sometimes the car will die, you try to start back up, it will crank and crank, let it set for bout 10 minutes fires right back up, if you drive the car and run it hard it will run pretty good then it will fall on its face like it almost dies, ive checked for vaccumm leaks, has a new fuel pressure regulator new oxegen sensor, im thinkin maybe timing issues but i was just wondering if any one else has had a similar problem? any kinda of help would be appricated Thanks Ryan

also forgot to mention the car is completly stock, and somtimes has hard starts in mornings, somtimes it will crank and crank and finally starts up, but i think it might have somthing to do with fouling plugs out

I would take the motor back to the guy who rebuilt it and tell him you want your money back. Most likely a motor building problem, especially with the rebuild been done 3 weeks ago. The black smoke is definitely fuel, and the white smoke is burning coolant, probably because of a bad head gasket seal. Do a compression test and bring me back some numbers.
