idle problem on a 88 prelude 2.0si

ok i have a 88 prelude 2.0si it idles high only after being moving like when i push in the clutch and if i am coming to va stop it goes to like 3000 rpm untill i stop then like 10-15 seconds later it drops like its going to stall has any one ever had this happen

its goin to be a vacum idle control or a sensor i am not sure but thats what i would check into
